Detention cells transformed into prisons: RNDDH is sounding the alarm.

For some time now, many police stations and sub-police stations located in the Ouest department, under the jurisdiction of the Port-au-Prince and Croix-des-Bouquets courts of first instance respectively, have been experiencing overcrowding in their holding cells.
